European public-sector programme: accelerating AI adoption through executive immersion
A multi-country European public-sector programme, moved from AI slogans to AI operating decisions in two quarters.

Context
A European public-sector organisation operating across several national administrations. AI had been on the agenda for two years, with the usual outputs: a strategy document, a working group, a couple of pilots that nobody wanted to be the first to end.
Challenge
The executive layer could describe AI opportunities in general terms but could not make specific allocation decisions. Each pilot had a defender; each had a reason to keep running. The programme was consuming attention without converging on choices.
Approach
We ran a short, intensive executive immersion sequence. Not a training course — a decision sequence. Each session took one real pending question (where to invest next, which pilot to scale, which one to close, what to do about data residency) and forced it to resolve inside the room.
In parallel, we built a one-page portfolio view that mapped every live pilot against the same four criteria. For the first time the executives were comparing the same things against the same scale.
What shifted
By the end of the second quarter the programme had a shorter, sharper pilot list, a named owner per workstream, and a decision rhythm the executives could sustain without external facilitation. The strategy document became secondary to the operating cadence.
What shifted: not the technology — the decision tempo.
